Specifications include, but are not limited to: As part of a legislative initiative, House Bill 162, the Delaware Division of Youth Rehabilitative Services (DYRS) is seeking proposals for statewide service provision to implement Cognitive Behavioral Therapy (CBT) and Vocational Training (VT). These services would be geared towards adjudicated juveniles re-entering the community from DYRS operated or contracted residential treatment facilities to reduce the risk that the juvenile will commit a future criminal offense or act of delinquency. This includes continuing services for up to 1 year after release, even if the juvenile turns 18 during confinement or after release. Per the latest publication of the Delaware Statistical Analysis Center, Juvenile Recidivism in Delaware for the 2019 cohort (114 youth), 84.2% of juveniles released from in state Level 4 and Level 5 facilities were rearrested within 18 months of release.
