Specifications include, but are not limited to: The DDD is soliciting proposals to develop recommendations for establishing and executing a comprehensive rate setting methodology and implementation support for the provision of services for eligible individuals with intellectual and developmental disabilities. This includes support for waiver applications to the Federal Centers for Medicare and Medicaid Services (CMS) and anticipated amendments to the application. This study, and resultant recommendations, should review all current services which include, but are not limited to residential services, day habilitation, community supports, customized and supported employment services, training, consultation, and respite. All current service definitions are listed in the billing manual. A link to the billing manual can be found in Appendix B. DDD is in the process of reviewing the Rhode Island 1115 waiver as it applies to services for adults with I/DD. This effort will also need to incorporate proposed service changes that are under discussion and yet to be implemented, including but not limited to conflict-free case management. Proposed methodology shall include a mechanism for establishing rates and payment for any new services implemented in the future. The Contractor will assist with the transformation from the current system that provides services and supports in a modality rooted in congregate settings, and payments based on units and volume, to one where the supports and services foster self-determination, choice, independence, and economic self-sufficiency, where payments are based on value and outcomes.
