Specifications include, but are not limited to: perform the collection of delinquent Maine 1040 individual income tax debts; may also include obtaining delinquent tax returns from non-filers and performing lien and probate functions. Collection services may not be sub-contracted. Collections System The selected Bidder will perform collections, taxpayer assistance, problem resolution, taxpayer service, and any other service work requiring the use of MRS data, by working solely on MRS’s collections systems. The selected Bidder will not load any information onto their own collection system, will not use their own system for recovery efforts and will not access any MRS data from any system or monitoring tools that are not located within the selected Bidder’s facility. The remote access by the selected Bidder’s personnel or by the selected Bidder’s systems of MRS systems or MRS data and the use of any system, monitoring tools, or other technologies that are not provided by MRS must be specifically approved by MRS prior to the initiation of the access.
