Specifications include, but are not limited to: Develop an independent program to assist and advocate for families and children with educational needs and concerns. DOE intends that this program will complement (including filling any gaps in services and supports) the good work currently being done by existing organizations that assist children and families. Known as the Delaware Public Education Ombudsperson Program (“Program”), this Program and its employees shall have a concentrated focus on addressing issues of discrimination, ableism, and other sources of marginalization and inequality impacting Delaware students statewide. There shall be an office or representation in each of Delaware’s three counties. The program will work in coordination with DOE and the local education agencies (LEAs, which includes school districts and charter schools) to ensure equitable treatment of all students and consistent implementation of state and federal laws, rules, and regulations.
