Specifications include, but are not limited to: The state intends to procure a vendor(s) with the expertise and experience to support the continued development of the state’s efforts to reduce drug overdose mortality and morbidity rates. The vendor(s) should have knowledge of the overdose crisis in Delaware. The vendor(s) must appoint a Project Implementation Manager (PIM) who will serve as the single point of contact with strong technical skills. The PIM will manage the vendor’s role and requirements towards all contracted components and projects in this RFP. The vendor’s PIM will be responsible for reporting, to the Director of the Office of Health Crisis Response (OHCR) or their designee, gathered information from all their awarded projects. The PIM must understand systems change and have experience aligning priorities and initiatives across multiple public (e.g., different state agencies) and private entities and initiatives. The PIM must have the ability to navigate a politically sensitive environment and build consensus. The vendor’s PIM will be responsible for the following tasks and deliverables associated with the project.
