Specifications include, but are not limited to: This approximately 160-acre area includes both City-owned and privately-owned uplands and tidelands located in the area adjacent to Bridge Access Road beginning at Millennium Square, located east of the Kenai Senior Center, to the Kenai City Dock within the City of Kenai near the mouth of the Kenai River where it meets Cook Inlet. The successful proposal(s) will provide for an evaluation of market conditions for potential revitalization of the area, review existing plans, zoning, and/or regulations to identify constraints and opportunities, utilize community engagement to develop vision, core concepts, and priorities, perform an assessment of infrastructure needs to support redevelopment, identify potential City economic investments and incentives to encourage development, prepare conceptual plans for potential site redevelopment alternatives, and provide a financial analysis to evaluate the feasibility of redevelopment concepts.;
