Specifications include, but are not limited to: The South Dakota Department of Transportation (DOT) is requesting proposals to provide supportive services to Disadvantaged Business Enterprises (DBEs) performing work on highway construction and related projects. The federal regulations governing the DBE Program are 49 CFR Parts 23 and 26. DOT has established a goal of awarding 9.05 percent of federal-aid highway funds to DBEs during federal fiscal year 2022. The successful applicant will provide technical assistance to DBEs to help DBEs become proficient at estimating quantities, calculating a quote or bid, scheduling work, supervising employees, negotiating contracts and subcontracts, preparing and maintaining business records and reports, and obtaining bonds and loans.
