Specifications include, but are not limited to: Firms capable of developing a Strategic Plan for Waste Reduction for the City of Helena (Strategic Plan). 1. Development and implementation of a community outreach and engagement plan to inform the City where residents, property owners, renters, businesses, nonprofits, schools, institutions, governmental entities, etc. would like to see waste reduction efforts focused. 2. Identification of local larger waste sources/waste streams by sector, including government, public schools, higher education (e.g., Carroll College and Helena COT), restaurants, and large retail stores. 3. Identification of a baseline of Helena’s current waste stream, to include the City and all private collection haulers collecting waste generated within the corporate city limits, from which to measure the City’s future success.
