Specifications include, but are not limited to: Consulting Engineering Services for the 2021 Pavement Condition Assessment Project. Consultant will use a fully documented approach to complete the project requirements. The major project tasks are noted below. The Consultant should anticipate that additional scope will be required to complete the project requirements. a) Utilize an Automated Pavement Assessment program to perform the pavement condition survey for the City’s entire roadway network consisting of approximately 132 miles of City maintained roads. b) Use road segments (polygons) provided from the City of Dover GIS system with unique identifier of SEGMENT_ID. All data to be returned, i.e. PCI ratings, repair recommendations, condition/risk assessments and five (5) year budget forecast to be tied to these road segments. c) Use computer software applications to perform pavement condition analysis and develop Pavement Condition Index (PCI) ratings on a scale from 0-100 with 100 being perfect for each roadway segment. d) Use a computer software pavement application to analyze data, create reports, and estimate budgets for roadway repairs. The City of Dover should be able to dynamically change budget forecast based on total capital improvement funds available. e) Suggest pavement repair strategies for road segments recommended for upgrades. Each repair suggestion should include a material quantity estimate (SY of Milled Surface, tons of overlay, etc.) that unit pricing can be applied to on a yearly basis to account for current pricing information.
