Specifications include, but are not limited to: Designing a Project Development initiative that supports both general project scoping and specific project development (terms and example eligible activities defined in Attachment 1: What is Project Development?). • Soliciting competitive proposals for their Project Development initiative. • Applying a required prioritization methodology to ensure highest qualified entities are selected for general project scoping support and that highest priority projects are selected for specific project development (See Attachment 2: Required Prioritization Criteria). • Overseeing sub-grant work and compiling and submitting deliverables and invoices to DEC. • Coordinating with other block grantees to prevent duplication of effort, ensure clear public communications, and achieve geographically equitable distribution of funding. Since geographic distributions and subgrantee recipients may overlap between selected block grantees, block grantees will be expected to coordinate effectively with each other. Duplication of effort not in good faith with other Project Development block grants may result in rejection of deliverables and associated invoices. Block grantees will also be strongly encouraged to coordinate with each other for an upfront Project Development initiative design to maximize consistency in application content, processes, and deliverables for potential sub-grant applicants.
