Specifications include, but are not limited to: A contractor to provide General Operation and Maintenance Services for the Basin Creek Mine Site, for the remainder of calendar year 2021 through the end of calendar year 2023. SG 1 Windmill Operation and Maintenance: SG 1.1 When the site becomes accessible after the winter thaw, Contractor shall stand up (at their current location), three Koenders windmills and associated sparging units (Exhibit A), properly anchor them to the ground, and put them into operation for water aeration in the holding pond; SG 1.2 Prior to winter shut-down, Contractor shall lay down and secure the windmills and sparging units in a manner to allow future operation of the equipment for the next season’s operating needs. SG 2 Holding Pond: SG 2.1 Contractor shall supply all materials, equipment, and personnel to drain up to two million gallons of water from the existing holding pond (Exhibit B) into the headwaters of Basin Creek. A two-inch diameter string of “yellow pipe” currently exists from the pond to the head of the discharge pipe. The former operator drained the pond by creation of a siphon system using the “yellow pipe.” The discharge must be controlled to prevent soil erosion or create turbidity into the existing stream; SG 3 Other General Tasks. Throughout the operating season, on an as-needed basis, Contractor shall: SG 3.1 remove and dispose of wood, metal and miscellaneous debris adjacent to existing holding ponds (Exhibit C); SG 3.2 repair existing fencing around both water holding ponds (Exhibit D) by ensuring all posts are upright with wire secured to the posts.
