Specifications include, but are not limited to: A. Surveillance Analytical support The analytic work involves a full support of data life cycle from abstraction and validation of data to preparation and communication of data insights. The successful Vendor shall provide daily dataset creation, validation, analysis, and interpretation of COVID-19 datasets including testing, cases, hospitalizations, deaths, variants, vaccinations, and treatment. Core surveillance functions include dataset creation, system refactoring, analysis, predictive analytics, and insights generation, geospatial focus, and subpopulations including Kindergarten-12th grade settings (“K-12”) and people living in congregate settings. B. Data Lake Support The data engineering work involves creation, maintenance, and modification of a data lake hosted on the Amazon Web Services (AWS) Cloud. Referred to internally as the Intermediary Data Layer (IDL), the IDL is an automated, easy to access, cloud-based, centralized RIDOH COVID data-lake designed to address the fundamental data quality challenges across all COVID data, analysis, and reporting. Its development has led to higher quality and transparency of outcomes and efficiency across COVID response teams. In addition, the IDL was created in order to align information on a single person with a backbone unique ID (IDL Person ID) across many different datasets.; 1. Bring a strong understanding of data engineering and public health data analytics with at least three (3) to five (5) years of experience in each of the following areas. a) Health-related data analytics b) Amazon Web Services (AWS) cloud services c) Python programming d) Personal health information (PHI) data security 2. Bring understanding of health disparities and social determinants of health to support monitoring health outcomes across population groups with a health equity lens. 3. Staff a minimum of one (1) Project Officer that coordinates and provides oversight to Vendor staff and State partners. 4. Propose a staffing model to cover the scope of the surveillance and analytic support that includes at least one (1) senior analyst, and one (1) dedicated analyst for updating public RIDOH COVID Data Hub data daily, Monday through Friday.
