Specifications include, but are not limited to: Task 1: Evaluate and report on Maine’s NG911 maturity state, recommend the next steps necessary to continue NG911 deployment progress towards achieving NG911 end state as defined in NENA-STA-010.3-2021 executive overview. Conduct a comprehensive review of the current contract with Consolidated Communications for NG911 Services. Review the NG911 Maturity of the State of Maine’s NG911 system using industry models such as the Next Generation 911 Self-Assessment Tool and the Task Force on Optimal PSAP Architecture or other recognized assess models or tools. By December 31, 2021, provide a report to the Department containing the following: Evaluation and summary of findings of the current NG911 environment. Recommended next steps to continue progress and options to achieving end state NG911. Recommendations for enhanced security and network diversity. Task 2: Assist with the development of the technical specifications for the next system upgrade for inclusion in the anticipated NG911 system request for proposals. Based on the report developed by Task 1 and the expressed preferences of the Department, develop the detailed technical specifications for the NG911 System request for proposals. These specifications are due no later than April 1, 2022. Task 3: While under contract, provide subject matter expertise as needed throughout the Department’s resulting NG911 system request for proposals process as requested by the Department. This task will be billed on an hourly basis.
