Specifications include, but are not limited to: provide law enforcement entities with training on best practices of restorative justice for juveniles and young adults. There are 69 separate law enforcement agencies in Vermont with approximately 1,103 law enforcement officers. They range from large agencies such as the Vermont State Police and the Burlington Police Department to very small agencies. 2. Subrecipient shall develop training intended to increase pre-charge and post-charge referrals of youth to Community Justice Centers, Balanced and Restorative Justice, and other diversion programs (particularly in counties with low usage currently) and decrease inequities with respect to the percentage of white juveniles referred as opposed to juveniles of color. 3. The subrecipient may provide short-term support and assistance to the agencies they train.
