Specifications include, but are not limited to: Qualified individuals or organizations to provide state-level guidance documents along with accompanying informational sessions in support of the AOE’s effort to ensure consistent special education evaluations statewide. 1. Project plan within 14 days of contract’s execution to designated AOE staff that includes but is not limited to the following: a. Key deliverables and milestones; b. Person(s) responsible; c. Timeline for delivery; and d. Proposed dates for meetings between the contractor and AOE, for the purposes of providing updates on progress towards completion of deliverables; collaborative problem solving; and for the review of draft deliverables. 2. Surveys and/or questionnaires to gather feedback from multiple stakeholder groups. 3. Guidance documents developed through a consultative, iterative process: a. Meeting with AOE staff to discuss the direction and content of project deliverables b. Receiving feedback from key stakeholder groups on document drafts. 4. Tools such as a needs assessment for union, district or school systems to determine whether the practices and systems necessary to support effective evaluation are in place, and that evaluations are being undertaken in a timely manner. 5. Virtual informational sessions explaining the guidance and evaluation tools to stakeholders including school and district leadership including special education directors and educators.
