Specifications include, but are not limited to: Financial Planning 1. Review and make recommendations regarding the short and long-term capital improvement programs in order to match sources of capital funding to infrastructure needs. 2. Provide financial feasibility studies which will include financing alternatives, amortization schedules, revenue estimates, revenue alternatives, and make recommendations to AGENCIES as to the optimal financing strategy. Managing and Issuing Debt Securities 1. Review existing debt structure to identify strengths and weaknesses of structure and identify funding opportunities. 2. Develop and analyze appropriate debt structure alternatives and bond financing schedules. 3. Assist AGENCIES with credit rating management and upgrade strategies.
