Specifications include, but are not limited to: o Ensure that App is user-friendly; o Enable App users to easily conduct the Arkansas Voluntary Smoke Management Guidelines for Row Crop Burning analyses and exchange data with the Arkansas Department of Agriculture Dispatch Center; o Complete App development within nine months of contract award; o Ensure that App is compatible with both Android and iOS operating systems for a smartphone/mobile device application or with Firefox, Chrome, and Safari for a mobile-friendly web application; o Ensure that App is capable of doing required calculations in the absence of mobile data availability; o Compare costs of development for smart phone/mobile device app vs. mobile-friendly web app;
