Specifications include, but are not limited to: Provide Third Party Retirement Plan Administration Services. Houston Community College primary goals with assistance of the Third-Party Administrator include: • Improve and streamline participant education and communication services • Provide a platform that will encourage growth of participation in both 403(b) and 457 Saving Plans; • Provide support for plan administrative functions 2.3.1. The administrator should be prepared to support both the Plan Sponsor, and Plan Participants. 2.3.2. The administrator must have knowledge of and comply with all applicable Texas Administrative Codes for the Optional Retirement Program and federal regulations regarding governmental retirement plans and investment options. All laws of the State of Texas whether substantive or procedural, should apply. 2.3.3. The administrator should not have any affiliation with any entity that sells or markets the investment products, 403(b) or 457(b) plans. The administrator should not receive any compensation from any investment provider in the plan. 2.3.4. The administrator should be completely independent and should not sell or market any investment products or have an affiliation with any entity that sells or markets the investment products in 403(b) or 457(b) plans at Houston Community College. 2.3.5. Provide exceptional plan sponsor support through technical expertise which will allow HCC to gain efficiencies with administrative tasks.
