Specifications include, but are not limited to: The performance of all water rate related consulting services including assisting in the preparation of necessary documents and testimony for rate filings, including but not limited to a cost-of-service study, or any other required proceedings with the RI Public Utilities Commission and (PUC) and the RI Division of Public Utilities and Carriers (Division). The consultant will be expected to assist the PWSB in the preparation of various rate related assignments by acting as the PWSB rate consultant and/or expert witness on rate related matters and may include some or all of the following: • General water rate filings before the RIPUC. • Preparing PWSB rate model and utilizing to model different financial scenarios. • Cost of service study. • Abbreviated rate filings before the RIPUC. • Advise on rates and revenues pertaining to the bond covenants before the RIPUC and/or RIDPUC, or the RI Infrastructure Bank.
