Specifications include, but are not limited to: 1. Generally, provide ongoing analysis of the State’s health benefits program (medical/prescription, dental, vision) to assure proper design, funding, administration and regulatory compliance. a. The selected vendor will: i. Brief OEB leadership on new developments in public sector health benefit issues and make recommendations for improvements. ii. Review existing programs and make recommendations for changes in plan provisions, alternative delivery systems, financing alternatives, employee contributions, and other areas, as appropriate. 2. Provide assistance identifying best practices in benefit plans. a. The selected vendor will undertake benchmarking studies and provide consultation on trends and strategies on an on-going basis to manage cost efficiencyand effectiveness. 3. Provide compliance advisory services incorporating both federal and state tax law, and other provisions of federal and state law that impact section 125 cafeteria plans and employer-sponsored benefits plans generally.
