Specifications include, but are not limited to: The primary objective of the On-Demand ballot printing solution is to provide the town and city clerks with an option for printing ballots “in-house” for their local elections that will be readable by the Ballot Tabulation System. A secondary objective is to allow the state to pre-print fewer ballots for in-person voting on Election Day. Vermont has recently enacted legislation that mandates that the Secretary of State’s office mail a ballot to all active registered voters for every General Election. The State anticipates far higher rates of early voting under this system, and the need to print fewer ballots for Election Day voting. An on-demand ballot printing solution that would allow tabulator readable ballots to be printed by the clerk, at the polling place, will allow the state to take even greater advantage of this potential cost saving.
