Specifications include, but are not limited to: 2.3. Creation and submission of documentation supporting its plan selection. Contractor will assist DFR with creation and submission of documentation to the Green Mountain Care Board (GMCB) and Centers for Medicare and Medicaid Services (CMS) supporting its plan selection decision. This document creation and submission will include: 2.3.1. Review for compliance with state and federal coverage mandates and nondiscrimination and mental health parity law, including: 2.3.1.1. Coverage of all 10 Essential Health Benefits (EHBs); 2.3.1.2. No benefits unduly weighted toward any of the EHB categories; 2.3.1.3. Provision of benefits for diverse segments of the population, including women, children, and persons with disabilities; 2.3.1.4. No discriminatory benefit designs; and 2.3.1.5. Compliance with all other requirements of 45 C.F.R. § 156.111. 2.3.2. Development of any documents needed to support selection and recommendation of the proposed new EHB benchmark plan by the Commissioner of the Department of Vermont Health Access. 2.3.3. Development of any documents needed for presentation of the proposed benchmark plan for the final approval of the GMCB as required by 18 V.S.A. § 9375 (b)(9). 2.3.4. Development of any documents needed to support the Department’s plan selection decision with CMS, including, but not limited to: 2.3.4.1. EHB State Confirmation Template; 2.3.4.2. EHB Benchmark Plan Document; and 2.3.4.3. EHB Benchmark Summary Chart Template.
