Specifications include, but are not limited to: A. Respondents should describe their approach to the following, including overall approach, expected data sources and other inputs, proposed timeline and milestones, cost estimates, and any individual resources or subcontractors expected to be assigned. B. Core Activities: 1. Resource Assessment: Identify components of the American Rescue Plan Act (ARPA) relevant for the following sectors: community-based organizations, faith-based organizations, private sector, public sector, healthcare, and educational institutions in Tarrant County. a. Identify opportunities for Tarrant County to maximize funding secured, including direct federal funding, funds allocated to the state of Texas, and potential support to the six (6) sectors listed in I.B.1. b. Highlight eligible use(s) of each funding source, eligibility criteria, and application and award timelines. 2. Internal Needs Assessment: Facilitate discussions with County leadership, elected officials, department directors, and key staff to identify eligible expenses and projects, both retrospective and prospective. a. Develop a strategic approach to internal information gathering and analysis that supports but does not duplicate efforts of County staff. 3. External Needs Assessment: Develop and facilitate an equitable, multi-tiered community needs assessment strategy incorporating the following: a. Engage entitlement and non-entitlement city leaders to gauge intended use of ARPA State and Local Fiscal Recovery Funds (FRF) allocated to their municipalities, and identify any projected, remaining needs. b. Facilitate community engagement with a diverse representation of each sector through various means including sector-based focus groups, community forums, and interviews with the six (6) sectors listed in I.B.1. c. Develop and disseminate surveys appropriate for multiple respondent groups including, but not limited to, municipalities, community organizations, businesses, faith-based organizations, and individual households with a focus on maintaining equity in approach and recruitment of respondents.
