Specifications include, but are not limited to: The Servicessought by this RFP shall include a deliverable that includes all of the following components: Fair Market Value Appraisal – An appraisal of the fair market value of the property as shown on Attachment #1 to RFP LSRPC 2021-02 under the following scenarios: • Sale of the entire LRF assuming the “backbone” infrastructure work as depicted on Attachment #2 to RFP LSRPC 2021-02 has been completed. • Sale of the entire LRF assuming the “backbone” infrastructure work as depicted on Attachment #2 to RFP LSRPC 2021-02 has not been completed, essentially, an “as is” sale. • Sale of the LRF through after dividing the site into parcels and assuming the “backbone” infrastructure work as depicted on Attachment #2 to RFP LSRPC 2021- 02 has been completed. • Sale of the LRF through after dividing the site into parcels and assuming the “backbone” infrastructure work as depicted on Attachment #2 to RFP LSRPC 2021- 02 has not been completed. • Highest and best use of the Property. The appraisal shall utilize industry best practices and provide a clear description of the factors and analysis considered in determining fair market value for each of the scenarios outlined above.
