Specifications include, but are not limited to: Tarleton State University (herein referred to as Tarleton) is a public institution of higher education located in Stephenville, Texas. Tarleton recently completed a 10-year strategic planning effort (more information available at web.tarleton.edu/tarletonforward). As part of this effort, Tarleton is evaluating zero-based budgeting to support the implementation of the strategic plan and related goals, objectives, and initaitives. Tarleton is soliciting proposals and intends to enter into an agreement for an integration partner to facilitate this transformational effort including: analysis of existing spend, identification of efficiency and cost opportunities, process design, implementation planning and strategy, organizational change management and adoption, and implementation across two phases. As a public higher education institution in the state of Texas, it is the intention of Tarleton to contract with a single company to provide these services for all Tarleton entities which are centrally managed in Stephenville, Texas for this initiative for phase I with an option to award phase II to the same vendor. Vendor must have demonstrated competence in providing these services and must have the qualifications necessary to perform the services outlined in this RFP. The services will be provided in accordance with the terms, conditions, requirements, and specifications set forth in this RFP. Specifications are set forth as an attachment to this RFP and will become a part of the contract as if written herein. This RFP provides sufficient information for interested parties to prepare and submit proposals for consideration by the University.
