Specifications include, but are not limited to: The purpose of this Request for Proposal (RFP) is to solicit proposals from consultants experienced in strategic planning to lead the BCASD, Blaine County EMS providers and the ambulance service providers through a comprehensive strategic planning process. Specifically, the BCASD is seeking a consultant to provide the following services: Work with the BCASD and its contracted ambulance service providers to articulate a clear strategic plan to include development of the following: o Vision, Mission, and Strategic Priorities; o Specific, strategic goals for the BCASD to pursue over the next 3-5 years aligned with the vision and mission; o Key Performance Indicators and Measurements for evaluating success; o Clear and easily communicated messages to convey who the BCASD is, what it does, who it serves and the value it provides to Blaine County. Conduct internal and external surveys of the Ambulance Service District Board members, community leaders, contracted ambulance service providers, EMS service providers and other stakeholders to learn of gaps in service and areas for service level optimization. Conduct a needs assessment based on key performance indicators to identify areas of improvement for EMS level of service including response times. Conduct a review of existing ambulance service contracts to ensure clear metrics, goals and deliverables, recommend a timeline for contract reviews and cost allocation, and recommend reporting protocols for all stakeholders by ambulance service contract providers. Identify clear outcomes for how to measure organizational effectiveness, impact and success. Facilitate all meetings and provide leadership, direction, expert consultation, and advice related to the development of an effective strategic plan, including steps for successful implementation.
