Specifications include, but are not limited to: An agreement with an organization to administer small delinquency prevention grants to subgrantees statewide. This bid is aimed to reduce criminogenic and substance abuse behaviors for youth ages 10-23 and promote engagement in positive youth development. 1. Subrecipient will be responsible for the development, administration, distribution, and oversight of community-based delinquency prevention programs through subgrants. 2. Subrecipient shall work closely with qualified organizations hereby known as Subgrantees who shall be selected through a Request for Proposal (RFP) process. a. Subgrantees will provide community-based delinquency prevention programs for at risk youth, ages 10-23 and shall aim to prevent youth from entering the juvenile justice system or early intervention programs for youth with first-time non serious offenses to reduce the likelihood of re-entering the juvenile justice system. b. Subrecipient shall ensure Subgrantees work directly with youth ages 10-23 in the development and design of programming. c. Below are examples of organizations who may qualify to be a Subgrantee: i. Youth groups ii. School districts iii. After-school programs iv. Youth serving non-profit organizations v. Mental-health agencies and programs vi. Libraries d. Subrecipient shall ensure Subgrantees provide support to schools, community-based and other organizations, and State agencies, which address racial and ethnic disparities and promote positive youth development, resilience development, and youth leadership.
