Specifications include, but are not limited to: DESCRIPTION, REQUIREMENTS, AND DELIVERABLES This solicitation has been created to seek high-quality proposals from vendors to develop, prepare, and assist TEA with negotiations of the Indirect Cost Rate Proposals for up to four fiscal years in accordance with 2 CFR 200, Appendix VII - States and Local Government and Indian Tribe Indirect Cost Proposals and U.S. Department of Education, Cost Allocation Guide for State and Local Governments. A. Ensure that the development of the plan will provide an accurate and appropriate method to meet TEA’s needs for equitable allocation of indirect and administrative overhead costs. B. Identify opportunities to utilize full overhead costs for internal management and budgetary purposes, internal charging for full overhead cost-based direct billing, and as a foundation for user charge determination. C. Present the plan to TEA’s management group and make necessary adjustments as requested. D. Provide the TEA Project Manager with an electronic copy of the final comprehensive review, including related schedules and cost documentation in a format that can be edited and updated by the TEA Budget and Planning staff to accommodate changes in the organization or changes in costs.
