Specifications include, but are not limited to:. Provide a brief narrative description (3-7 paragraphs) of the project activities, how the activities will address the water quality problem(s), and how the activities will accomplish the project’s goals described in Section 29. This description should include: Justification for the project overall and how it addresses the water quality problem; Data that will be collected or acquired; and For outreach and education components of the project, the following: What will be accomplished through these activities and how the activities will lead to the accomplishment of project goals. Why new materials are needed and how materials created through the project are unique in comparison to materials already available. Additionally, for WPP implementation projects, include: Justification of project location; vicinity of impaired reach(es); Discussion of how the management measure(s) are designed to achieve measurable results/load reductions; Description of the stakeholders’/partners’ roles in carrying out implementation activities; Description of how the implementation activities integrate with the rest of the WPP; and Discussion of how the proposed project can encourage further WPP implementation. For WPP development projects, include: Discussion of existing stakeholder activity in the watershed and discussion of capacity for active stakeholder group development; Description of the stakeholder group’s role throughout the project; Discussion of known data sources that will be used in the project; Discussion of data needs, with reference to why additional data are necessary; and Supporting information for the likelihood of WPP implementation after development is complete, with reference to entities who will be responsible for implementation.
