Specifications include, but are not limited to: The Texas Education Agency (TEA) is seeking responses from qualified respondents to provide legal counsel and services as necessary on matters related to school governance, school boards of trustees, and boards of managers for school districts and charter schools. Contracted legal counsel will draft documents, provide guidance, and develop resources for TEA. Legal documents, analysis, and guidance will be needed regarding items such as, but not limited to any action considered by a board of trustees, or a board of managers; interpretation of the legal obligations of a school district or charter school, and attendance at board meetings as identified to ensure they are held in compliance with the Texas Open Meetings Act. This includes actions that TEA directs a board of managers or a board of trustees to take through a conservator directive.
