Specifications include, but are not limited to: provide bond counsel services for a period of five fiscal years ending August 31, 2022, 2023, 2024, 2025, and 2026. ; Services may include review analysis, legal advice, representation concerning bond and debt-related elections, debt issuance, use of proceeds, IRS filings, and other matters related to current and future school district debt and bond elections. The firm shall have experience providing services for maintenance notes, lease revenue bonds and other allowable bond programs as allowed by the State of Texas for a county independent school district. The Department reserves the right to award in any manner deemed to be in the best interests of Harris County Department of Education. The total value of this contract may vary based on annual needs. Any additional agreements/contracts to be signed by Harris County Department of Education shall be included with the proposal. Do not include fees as these will be negotiated separately. Subcontracting of any portion of the services will not be allowed, without the prior consent of the Department
