Specifications include, but are not limited to: 1.General Requirementsa.Fixed Swabbing SitesVendor is subject to the following requirements for all fixed testing sites: i.Vendor must be a private company licensed to do business in the state of Rhode Island.ii.Vendor must ensure that all members of its staff are appropriately outfitted with PPE and wear it during all services provided for the State of Rhode Island.iii.Vendor must ensure its staff is adequately trained to perform specimen collection using nasal and nasal pharyngeal swabs for PCR or rapid tests. iv.Vendor is expected to perform all aspects of site staffing, operation, and management at a number of fixed sites throughout the State of Rhode Island with sites, and test type to be designated by RIDOH.v.Vendor should be flexible to be able to adjust staffing quickly to be responsive to requests from RIDOH to add or reduce the number of sites.vi.Vendor is responsible for sourcing and securing all infrastructure needed to stand up a site. Infrastructure items include, but are not limited to: Tents, heaters, coolers, waste management bins, WIFI, computer equipment, weather cleanup/proofing (including snow removal), tables, chairs, etc.vii.Vendor to set up all equipment to support the smooth operation of the COVID-19 test sites to which they are assigned.viii.Vendor will be required to establish any hot, cold, and warm zones as required by the site including any required equipment. ix.Site hours are typically 9AM-5PM, though some sites operate with extended hours.x.Vendor should make reasonable effort to staff sites at appropriate levels to meet anticipated scheduled testing demand. Staffing should adhere generally to a staffing model approved by RIDOH. (subject to logistical circumstances of the site in question and the evolving nature of specimen collection processes). xi.Vendor responsible for carrying away and properly disposing of all general waste (non-hazardous waste) from fixed sites each day.xii.Vendor responsible for distributing masks and/or communications materials to patients. Masks and communications material will be provided by the State.xiii.Vendor shall comply with all state and federal regulations. RIDOH responsibilities: i.State will assist in communication to the public that test sites or services are available.ii.State will assist and partner in all correspondence with press.iii.State will provide site signage, traffic cones and barrels. iv.State will arrange for hazardous waste pickup only for hazardous/medical waste generated at site (not including general waste, which is the responsibility of vendor). v.State will provide site license agreement to allow usage of the land/space.b.Mobile Swabbing TeamsVendor is subject to the following requirements for all mobile testing efforts: i.Vendor must be a private ambulance company licensed in the state of Rhode Island.ii.Vendor must ensure that all members of its staff are appropriately outfitted with PPE and wear it during all services provided for the State of Rhode Island.iii.Vendor to ensure that all staff are medically trained.iv.Vendor must ensure its staff is adequately trained to perform specimen collection using nasal, nasal pharyngeal swabs, for PCR or rapid tests. v.Vendor will deploy a mobile swabbing vehicle to Assisted Living Facilities, nursing homes, group homes, and other facilities throughout the state of Rhode Island with locations and test type to be designated by RIDOH.vi.Vendor to ensure that relevant staff are equipped with label handheld printers.vii.Vendor is expected to provide necessary infrastructure for pop-up and/or mobile testing sites including but not limited to: vans, tables, chairs,coolers, WIFI, etc.viii.Vendor responsible for carrying away and properly disposing of all general waste and hazardous waste from sites served by mobile swabbing teams each day.ix.Vendor responsible for distributing masks and/or communications materials to patients. Masks and communications material will be provided by the State.x.Vendor shall comply with all state and federal regulations.RIDOH responsibilitiesi.State will assist in communication to the public that test sites or services are available.ii.State will assist and partner in all correspondence with press.iii.State will provide site signage.c.Medical Courier ServicesVendor is subject to the following requirements for all medical courier services:i.Vendor must be a private company licensed to do business in the State of Rhode Island.ii.Vendor must ensure that all members of its staff are appropriately outfitted with PPE and wear it during all services provided for the State of Rhode Island.iii.Vendor is expected to provide medical courier services as needed between swabbing sites in the State of Rhode Island and commercial laboratories in the State of Rhode Island and potentially other states as necessary.iv.Vendor must provide coolers large enough to hold all gathered specimens.v.Vendor shall comply with all state and federal regulations.
