Specifications include, but are not limited to: •Support the State of Rhode Island's efforts to address the COVID-19 pandemic through the effective and efficient use of funds in support of public health response and recovery efforts.oManagement and development of the weekly stimulus briefing oResponsibility for updates to regular reporting (Budget to Actuals, etc) by funding sourceoAdministration of CRF and ARPA grant funds using the vendor’s own systems•Compare COVID-19 or ARPA-related budgets to funding appropriated through relevant legislation and other federal sources for appropriate funds usage and highlight areas for proposed changes/ further exploration.oOn-going budget scenario planning / recommendations based on FEMA reimbursement, other grants or direct federal awards, CRF flexibility and the ARPA stimulus with a focus through FY 25 oScenario planning around changes in FEMA reimbursement in FY22oAssessment of potential fund sources for emerging activities in coordination with the Grants Management Office.•Review COVID-19 or ARPA agency/workstream/initiative budgets with designated staff and agency oversight personnel (e.g. agency CFOs) and make recommendations for efficiency improvement/cost-cutting opportunities. oSupport budget development and planning activities across the COVID-19 or ARPAresponse teams•Provide recommendations to support to the State's efforts related to proper maintenance of funds accountability. oReview of expenditures to-date to monitor charges against appropriate accountsoDevelop templates for monitoring key programmatic activityoAssist with reconciliation of general ledger/sub systems•Facilitate processes to most efficiently track expenditures and, as appropriate, associated impact.oOwnership of the consistent update of Spotfire databases following governanceoCommunication of governance decisions to workstream leads and agency CFOs•Support improvements to reporting templates and facilitate related execution with budget, finance, and oversight personnel. •Provide inputs to support key OMB budget development deliverables. •Aid with data migration/conversion to grant management system.
