Specifications include, but are not limited to: Gather data, information, and public opinion critical to the success of this project. a. Data Collection: The Consultant shall gather all current demographics and population data and provide an analysis including current conditions and future projections. The Consultant will collect and analyze a range of information about existing conditions and the potential for the future of the City of Minot, including a review and analysis of a community survey the City Manager’s office will conduct during the Summer of 2021. Use of previously compiled data will occur whenever possible. The Consultant shall develop a thorough understanding of existing plans and programs affecting the City. All spatial data and analysis shall include ESRI GIS layers as appropriate. b. Public Input Engagement Methods: Community input and visioning are core and critical elements of the Comprehensive Plan process. Consultant shall propose public engagement strategies that will be effective in communicating the planning process and gathering input. Minot places a premium on public engagement, including in-person activities that elicit raw data points from the community at-large from which the policy of the Comprehensive Plan will be written.
