Specifications include, but are not limited to: A. Introduction GOPIF invites proposals to support the outcomes listed in Part I-A-1. Communications should take advantage of multiple channels (web, print, social), reflect an understanding of the goals of Maine Won’t Wait, and target key audiences to achieve objectives established by the strategy. B. Task 1: Develop a communications strategy to inform key audiences, which include Maine people, businesses, nonprofit organizations, local governments, and students/youth, to support these goals from the state’s four-year Climate Action Plan, Maine Won’t Wait : Raise public awareness and understanding about climate change in Maine and the state’s climate-response initiatives Promote opportunities for action through climate-related programs and initiatives. Highlight people, businesses and organizations showing leadership on climate action. Increase youth and student awareness and engagement opportunities in climate and energy topics. The awarded Service Provider will help identify key stakeholders for a period of discovery to inform the strategy. This discovery period should last no more than ~21 days, at the conclusion of which the Service Provider should present a minimum of three options based on this discovery. These three options will include: Strategies to reach key audiences, such as Maine businesses, nonprofit organizations, local governments, and students/youth. Draft messaging, branding, content, and collateral for each strategy. Descriptions of how the Service Provider plans to implement these strategies, including which channels are the most effective and efficient. Benchmarks for determining success of each strategy. From the three options generated from the discovery period by the Service Provider, one will be selected by a leadership committee from GOPIF. This selection will be utilized by the Service Provider to develop collateral and content for climate awareness and engagement, in coordination with GOPIF to ensure alignment with messages and goals of Maine Won’t Wait. C. Task 2: Create content and collateral to support the selected communications proposal, including a refresh of climatecouncil.maine. gov , in coordination with GOPIF. Desired collateral includes, but is not limited to: Website E-newsletters Presentation/Meeting materials – Slide templates, handouts, posters Social media – Shareable icons, infographics, images, videos. Videos – Climate awareness through informational and narrative videos that highlight climate effects and actions in Maine. D. Task 3: Identify and engage potential partners to help reach key audiences. Options should identify possible partners, collaborators and/or influencers who could help amplify climate awareness and engagement with key audiences, as well as strategy and tactics for utilizing such partnerships to meet the objectives outlined in Part I-A-1. E: Task 4: Execute the communications strategy to achieve the outcomes outlined in Part I-A-1. The Service Provider will deliver a final report, the methods used, and performance against key benchmarks or outcomes. In addition, the Service Provider will identify which methods were most successful and recommend options for future initiatives.
