Specifications include, but are not limited to: The Hearing Officer is responsible for conducting a fair hearing in accordance with due process standards as outlined in HUD’s Code of Federa l Regulations. He or she will research and utilize laws, regulations, policies, and precedent decisions to prepare for hearings. The Hearing Officer conducts hearings to obtain information and evidence relative to the disposition of the appeal. He or she questions witnesses and analyzes evidence (including testimony), applicable laws, regulations, policy, and precedent decisions to determine appropriate conclusions. The Hearing Officer prepares the written decision. The Hearing Officers’ written decisions must be clear, well-reasoned, and based on reliable evidence with stated findings and conclusions. Decisions must be written to be understood by the individuals appealing RHA decisions as well as by the Housing Authority, and to withstand judicial scrutiny.
