Specifications include, but are not limited to: Task 1 - AppraisalsThe RESSC will provide appraisal and review appraisal services. The qualifications of appraisersand review appraiser must be adequate for the proposed appraisal assignment. Appraisers should be knowledgeable of the "Uniform Appraisal Standards for Federal Land Acquisitions" (referred to as the “Yellow Book”). Expert testimony and condemnation experience will be required for following up on unsuccessful landowner negotiations. Minimum appraiser qualifications citing some or all of the following qualification criteria are:Professional Designations:•Texas Appraiser Licensing and Certification Board•American Institute of Real Estate Appraisers: Member Appraisal Institute (MAl)and Residential Member (RM)•National Association of Independent Fee Appraisers: (lFA)•American Society of Appraisers: (ASA)•International Right-of-Way Association: (SR/WA)•American Society of Farm Managers and Rural Appraisers: (ASFRM)•National Association of Master Appraisers•Other National and local appraisal organization which grant designations upon completion of educational and experience requirements.The RESSC’s appraisals and review appraisals will value each property at its pre-Harvey Fair Market Value (FMV) and the current FMV. Appraisals will use follow the valuation standard of Highest and Best Use, and certain properties (such as a mobile home park) may need to be appraised using the Income Valuation Approach. Task 2 – Acquisition and Relocation The City’s grant management vendor will be performing the case management and URA work associated with delivering the buyout project. However, in the event a displaced person files an appeal of their URA benefits, the RESSC will be responsible for completing a review of the appeal and issuing a final determination. Additionally, the RESSC will dispatch a licensed TREK inspector to replacement properties to ensure they are compliant with HQS/DSS.Task 3 - Survey Services The RESSC must have knowledge of and perform work in keeping with the standards of the Texas Surveyors Association Manual of Practice for Land Surveying in Texas, latest edition, theAmerican Land Title Association and the Professional Land Surveying Practices Act and GeneralRules of Procedures and Practices. Surveying services may include, but are not limited to aerial, boundary surveys of subdivided lots, large and small acreage tracts, and any remainder properties. Task 4 - Property Management & Demolition As a part of the Program, the RESSC shall assist with creating and implementing a comprehensive property management plan which will comply with City policies and be incorporated into the Program activities in order to ensure acquired or vacated property is properly secured in a timely manner and maintained. The plan shall include management strategies for property being acquired with subsequent building or structural demolition. The RESSC shall ensure that properties are sufficiently secured until the time of their demolition. Additionally, the RESSC shall prepare the scope of work for each demolition bid that the City issues. The site-specific environmental reviews will be available to the RESSC for this task. Task 5 - Title ServicesThe RESSC will team with a local title/escrow service provider to facilitate the City’s real estate transactions. The RESSC will ensure that the title company produces title reports and/or commitments in a timely manner and will also help cure any title defects preventing closing.
