Specifications include, but are not limited to: -Analyze data related to DBE participation in Public Works’ contracts.-Determine, if and to what extent, discrimination exists in the market that affects the ability of DBE firms to acquire Public Works’ contracts.-Determine, whether and to what extent, a disparity exists between the use of DBE contractors and their availability to Public Works construction contracts.-Make prioritized recommendations that further develop and/or refine Public Works contracting program activities in an efficient and equitable manner.-Offer standard language/statements to be included in Public Work contract bids and quantitative evaluation strategies which may be used to ensure opportunities for DBE participation.
