Specifications include, but are not limited to: 3.1 A contract is being sought to conduct a project within an awarded federal grant, the Bureau of Justice Assistance’s FY19 Implementing the PREA Standards, Protecting Inmates, and Safeguarding Communities, that will fund efforts to ensure the Division of Child and Family Services adheres to federal law and PREA national standards regarding the prevention, detection and response to sexual abuse and sexual harassment in juvenile correctional facility settings. 3.2 Under the Prison Rape Elimination Act (PREA), those agencies and facilities that fall under the law are responsible for keeping incarcerated persons safe from sexual abuse and sexual harassment. All correctional facilities under the control of DCFS must comply with this federal law. 3.3 DCFS is seeking to contract with a vendor who can provide an evidence-based or evidence informed medical and sexual trauma screening tool that will enhance the Division’s ability to assess female youths’ unique needs in a trauma-informed focused way when determining medical and mental health treatment needs, including determining past and current sexual abuse. DCFS is seeking to implement this tool at one correctional facility that houses female youth in rural Nevada. 3.4 This project will be conducted over an agreed upon timeframe, with project activities to include: 3.4.1 A visit to or remote meetings with the correctional facility, to meet with facility and parole staff in preparation for the implementation of the chosen tool; 3.4.2 Assistance with agency policy and procedure development for the tool; 3.4.3 Staff training in the use of the chosen tool; 3.4.4 Implementation of the chosen tool; and 3.4.5 Review of the data from the chosen tool’s use to ensure fidelity
