Specifications include, but are not limited to: Proposer will identify and analyze statewide attributes of two (2) lane and multilane highways utilizing the DEPARTMENT information systems available and procure any missing information. The Proposer shall outline the methodology to be used in conducting the Passing and Climbing Lane Prioritization Process. The outline of the methodology will require data collection on physical highway attributes and motor vehicle data sets, analytical models, analytical programs/software, result summary, quality control, and assurance. The Proposer shall compile all data attributes onto a DEPARTMENT provided statewide Geographical Information Systems (GIS) linear referencing layer compatible with ArcMap for DEPARTMENT use. This Scope of Services includes, but is not limited to: The Proposer will develop a methodology that attributes risk to vehicle passing locations on two (2) lane and multilane highways statewide and develop a prioritization index based on risk assessment for passing and climbing lane opportunities—for future infrastructure improvements across NEVADA. The Proposer will coordinate these efforts with the DEPARTMENT’s Traffic Safety Engineering Division and the DEPARTMENT’s Project Manager. The Proposer needs to consider the following data attributes while developing the analytical model, but not limited to highway geometrics, traffic characteristics, and passing and climbing lane factors.
