Specifications include, but are not limited to: The University of South Dakota (USD) is soliciting proposals from qualified firms for a commercially provided Identity Governance and Administration (IGA) Solution. The University expects to award the contract to the best-valued Supplier based on the requirements in this solicitation. The Firm selected for award will be the Firm whose proposal is responsive, responsible, and is the most advantageous to the University, as determined by the University in its sole discretion. All responses should include the total cost of ownership of the platform for the first 3 years; including implementation services and support services. The proposed solution must be a scalable and highly extensible solution to replace the University’s homegrown identity registry and to improve IAM business processes and governance. The University is not yet settled on a supplier hosted (SaaS) solution, on-premise or hybrid solution so Suppliers should feel free to speak to one or all the possible options. If the proposed solution is a managed/hosted solution, please also include a managed service proposal including service level agreements and number of environments included. The University is looking for a solution that addresses the entire identity lifecycle (provisioning, deactivating, de-provisioning, roles, affiliations, entitlements, etc.). Due to the transient nature of the University’s user base, the University currently encounters scenarios where users have multiple personas which can result in multiple IDs that need to be remediated, leading to user downtime and additional work for the support team. The current IAM service is reliant on many manual processes and lacks robust workflow features. Adjusting current processes and enabling these processes with the IAM system, could significantly improve provisioning and de-provisioning of accounts, ensuring timely access to appropriate resources and timely removal or modification of access when roles change, or a person leaves the University. Any solution that the University considers will have to address this issue proactively before the accounts are provisioned thereby reducing the impact to the users and the support team. To be considered a solution must also include secure connectors between on-premises and cloud resources, and robust API’s that integrate with the endpoints identified in section 3 of this document. It is also critical that the proposed solution allow for growth in terms of scalability and solution feature set (such as adding new interfaces or adopting new identity/security best practices).
