Specifications include, but are not limited to: 1) Clinical expertise and understanding of the correlations between a person’s physical health, mental health and developmental disability, especially with respect to serving people with complex behavioral needs. a) Examples of complex needs include but are not limited toi) Extensive trauma/history of trauma ii) Autism Spectrum Disorder iii) Sexual offending behavior iv) Severe and frequent aggression and property damage v) Serious mental illness vi) Significant communication challenges b) Required expertise may be contracted. c) Service capacity should include access to nursing consultation, medication delegation, psychiatric consultation. d) Experts must be able to participate in and contribute to the person’s team and provide oversight in planning and implementation of effective support strategies. e) The vendor must consult with the community provider to understand and ensure adherence to Health and Wellness guidelines. 2) Appropriate physical locations, setting(s) and staffing to meet intensive needs. a) Proposal needs to describe how the person’s safety and that of community members will be ensured. Considerations include but are not limited to physical safety features, subject to Housing Safety and Accessibility Review, such asi) reinforced doors and un-breakable windows ii) physically accessible iii) prevent access to fire
