Specifications include, but are not limited to: 1. Project Management and Coordinationa. Administer work plan and schedule;b. Correspondence with City Staff and Project Stakeholders, stakeholders/Advisory Committee members should include those involved in the 4 E’s of Transportation Safety (Enforcement, Engineering, Emergency Medical Services, and Education);c. Weekly progress reports sent via email;d. A minimum of six (6) meeting with Advisory Committee with minutes; ande. Contract management and billings2. Public Participation Plana. Consultant will be required to inform and solicit comments on safety issues and strategies from the community through the Yellowstone County Board of Planning Public Participation Plan. The public participation plan can be found: https://ci.billings.mt.us/DocumentCenter/View/36538/21353_Billings-Public-Participation-Plan_FinalDraft ; b. Project website hosted by Consultant that consists of a minimum of 3 pages and contains project updates, documents, any survey or interactive features for up to 18 months from project notice to proceed;c. A minimum of two (2) live presentations, one (1) to be the Community Safety Summit, that include a virtual component. Should include opportunity for interactive opportunitiesto inform the public on areas in need of focus to gather information specific to emphasis areas and review alternatives and strategies. This could include interactive mapping, sketching, virtual polling or similar programs;d. Provide the MPO Social Media posts to help notify and inform the general public on the project;e. Online or virtual survey or interactive mapping option. Could be Wikimaps, ArcGIS Story Map or similar platform; and f. One (1) presentation of final draft to each of the following: Technical Advisory Committee (TAC), Planning Board, City Council (work session), Board of County Commissioners (regular meeting) and the Policy Coordinating Committee (PCC).3. Safety Plan Componentsa. Review and evaluate the 2016 CTSP, include the goals of the plan to reduce fatalities and serious injuries by 20% from 70 in 2014 to 56 in 2020.b. Work with the Advisory Committee, to review crash data, and update the vision, goal, and the safety performance measures per 23 CFR 409.209 of the plan;c. Review the National Cooperative Highway Research Program (NCHRP) 500 Report for guidance on key emphasis areas.d. Collect and review 10- years of most recent crash data;e. Review current Emphasis Areas with the Advisory Committee to confirm existing and / or establish new Emphasis Areas;f. Review FHWAs Proven Safety Countermeasures for safety strategies to identify crash factors and address infrastructure related crashes and crash severity.g. Review NHTSA’s Countermeasures That Work, to identify crash factors and behavioral strategies to reduce roadway crashes and crash severity.h. Review and update current community safety programs and contacts.i. Conduct a Safety Summit focused on identified emphasis areas; andj. Develop an outline for implementation steps and responsibilities.
