Specifications include, but are not limited to: Solutions and services required for the desired research and advisory include: a) IT Staffing resources: BIT requires a vendor partner who will assist in completing a thorough IT Staffing assessment that will provide at minimum the below listed detail for the following IT topic areas Applications, Infrastructure, Management, Strategy and Leadership. a. Detailed review of the current resource allocation in BIT & how that allocation compares with similarly sized organizations, and other State IT Organizations. b. Industry best practice/benchmarks for staffing allocation and focus report(s). UPDATED APRIL 26, 2019 V1.9 11 c. Recommendations based on staffing levels against state priorities, including validating against benchmarks. d. Review of current IT staff time focused on low value/priority activities and recommendations on goals to eliminate waste and focus time on higher value tasks. e. Identification of areas for improvement including recommendations to achieve those improvements f. All details to be included in final assessment report. g. Framework/method to be able to measure progress on improvement in future years.
