Specifications include, but are not limited to: •Furnish all testing materials, equipment, and labor to complete an RSD study. •Obtain all permits required to perform RSD study of motor vehicles prior to commencing the study.•Coordinate RSD test sites with Department representatives, the Delaware Department of Transportation, and the Delaware Office of Safety and Homeland Security.•Photograph all vehicles, including the vehicle license plate identified through the contractor’s RSD testing program.•Capture all required exhaust emission readings in the manner specified by the Department.•Prepare all vehicle emission reading data and photographs in the manner specified by the Department.•Supply on CD, all photographs and recorded vehicles emission data identified through the RSD testing program in the manner specified by the Department.•Complete the RSD study.•Prepare and submit a written report within 30 working days after the conclusion of RSD study as specified by the Department.
