Specifications include, but are not limited to: SDDOT needs practical, sustainable methods to: • maintain a current inventory of assets • describe and quantify the physical and operational value of assets • assess current asset conditions and predict future conditions • identify current and future needs for maintenance, rehabilitation, improvements, and expansion • estimate life cycle costs of assets with and without improvements • assess impacts of potential investments on other transportation modes • identify the immediate and future benefits of potential investments and separately assess their financial value to the public, private entities, and rail users • maximize benefits achievable with funding available from state, federal, and other sources • secure revenue to appropriately balance asset needs and user benefits • develop a strategy for funding, financing, and investment that best serves the overall transportation and economic needs of the state
