Specifications include, but are not limited to: 1. Services a. To adequately evaluate EMSPS capabilities. 1) The Vendor shall be responsible for following Homeland Security Exercise and Evaluation Program (HSEEP) policy and guidance governing exercise program management practices. 2) The Vendor shall describe the proposed methodology of providing all services in compliance and accordance with all HSEEP requirements, including the method of keeping DPH informed on the progress 3) The Vendor will provide professional staff skilled and/or knowledgeable in project management, public health and healthcare emergency planning and response, training and exercise development. 4) The Vendor will provide subject matter experts as necessary to staff exercises, workshops, trainings, etc. as required by EMSPS. 5) To the greatest extent possible, any travel expenses billed shall be in compliance with current State of Delaware travel policies 6) A final draft of project outputs will be submitted to DPH no later than 10 business days prior to expected completion date to allow for review and acceptance. b. Project Areas 1) Design, develop, deliver, and support facilitated meetings, seminars, workshops (i.e. symposiums, conferences) that are in person or virtual. a) These discussion-based forums should involve senior staff, elected and/or appointed officials, or other key personnel in an informal or formal setting. These forums will be designed to orient stakeholders on plans, policies, and procedures or assess plans, policies, and procedures or types of systems needed to guide the prevention of, response to, and recovery from a defined event. b) Presentations will be developed using templates explicitly approved by DPH and cannot be shared without DPH approval
