Specifications include, but are not limited to: 1) Provide early intervention services to meet the developmental needs of an infant or toddler with a disability and the needs of the family to assist in supporting their infant’s or toddler’s development, as identified in the Individualized Family Service Plan (IFSP) in any one or more of the developmental areas: physical development; cognitive development; communication development; social or emotional development; and adaptive development. 2) Ensure that all early intervention providers within the agency/organization/individual entity meet Delaware personnel standards as outlined in Appendix E. Personnel standards may change over the course of the contracts related to this RFP; however, vendors will be provided advanced notice of changes. 3) To the maximum extent appropriate, provide services in natural environments that include strategies that are intended to support the day-to-day routines, activities, and places that promote learning opportunities for an individual child and family; and 4) Provide services that are: a) In conformity with the child’s IFSP; b) Are based on scientifically based research to the extent practicable; c) Are provided to meet the unique developmental needs of an eligible infant or toddler and the child’s family, designed to: i. Enhance the capacity of a parent or other caregiver to support a child’s well-being, development, and learning; ii. Support full participation of a child in his or her community; and iii. Meet a child’s developmental needs within the context of the concerns and priorities of his or her family and the family’s daily activities and routines. d) Initiated in a timely manner, and no later than 30 days of the informed written parental consent for that service on the IFSP; and e) Provided consistent with the IFSP, including the frequency, intensity, method, length, duration, and location, as documented in the IFSP.
