Specifications include, but are not limited to: 1.Public EngagementCampaign | Develop and implement ongoing public engagement in concert with the Just transitions subcommittee, communications strategy and public outreach campaign that effectively reaches target audiences, builds awareness, and drives behavior change.This work will require the consultant to develop a public outreach and engagement campaign in coordination with State staff and the Climate Council Facilitator that increases audience awareness of and involvement in the creation of the Climate Action Plan. This work will require close coordination with the Just Transitions subcommittee. The campaign should include an audience analysis to determine the groups of people the campaign needs to reach, with particular emphasis on traditionally underserved and marginalized communities, create strategies to connect with each target audience (for example: designing a public comment process to get feedback on the Climate Action Pla n), develop outreach materials that resonate with each audience (for example: making key audiences aware of the process to create the plan) and lead implementation efforts. The firm will also need to evaluate the campaign’s success and share lessons learned with the Agency of Natural Resources. The firm will need to be inclusive in its target audiences to include principles of environmental justice, diversity, equity and inclusion. Outreach materials | Design audience-specific collateral for public outreach efforts.The consultant will create content based on input from state staff and results of an audience analysis. The consultant will develop branded materials (including templates) for the Climate Council to use when creating documents, PowerPoint slides, and other public-facing materials detailing their work. The consultant will design and create collateral to support outreach efforts (such as infographics, promotional videos, and/or banner ads). This collateral will be designed to reach each target audience as defined in the public engagement and outreach campaign process. Any content developed for the public must include principles of environmental justice, diversity, equity and inclusion. 2.Vermont Climate Change Website|Create a website using the State’s existing content management system.This work will require the consultant to audit the two existing climate change websites, develop a content creation strategy, design a sitemap and organize content according to the sitemap, place all content onto the site, launch the site, design a sustainable management strategy for staff (including offering any necessary technical training). Any content developed for a public website must include principles of environmental justice, diversity, equity and inclusion.
