Specifications include, but are not limited to: . It is the responsibility of Contractor to provide the tools which are necessary for routine maintenance or repair of the CHP aircraft. Should CHP request the use of tools or special equipment that is not required for normal maintenance, Contractor shall provide a written cost estimate and receive authorization from the aerial supervisor or OAO prior to purchase or rental of these items. If approved, this cost shall be charged against the contract agreement. Any purchase of special equipment required for normal maintenance against the contract agreement will be the property of the CHP. 11. Contractor shall have a formal tool inventory control system to ensure that all tools used during maintenance are removed from the aircraft and returned to their storage areas at the conclusion of maintenance. 12. Contractor shall maintain the aircraft in accordance with all appropriate FAA, manufacturer and CHP requirements. Contractor will perform other services and repairs as necessary or as required by CHP. Contractor shall maintain all required navigation databases as required by the FAA. Authorization for providing service, as noted on CHP 297, Aircraft Job Tag, Attachment 1, shall be at the direction of the Aerial Supervisor, designee or OAO. 13. To ensure compliance with FAA regulations, airworthiness directives, and manufacturer’s bulletins, service bulletins, and advisories, contractor shall comply with Federal Aviation Regulation (FAR) 43.9 as it relates to logbook/maintenance record entries. The CHP operates under FAR part 91 guidelines, but CHP requires logbook entries to comply with FAR 43.9. The logbook entry shall be made on adhesive label material and securely attached to the logbook page, or Contractor shall make a pen and ink entry. The attachment of any work order to the logbook and/or an entry to “see work order for details,” shall not be allowed. 14. Contractor shall utilize an aircraft maintenance management and tracking service system approved and/or provided by CHP, for all maintenance tracking/documentation and inventory control. Contractor shall submit all work orders and all logbook entry information for each aircraft no later than one (1) day from work completion. 15. Contractor shall have demonstrated commitment to Safety Management Systems (SMS) integration. A demonstrated commitment to SMS integration is defined as having a minimum, a stand-alone safety policy, company-wide training in SMS, and actively improving SMS integration. Contractor must provide proof of compliance within sixty (60) days and will be subject to the OAO approval. 16. Contractor shall have a formal policy on distraction management to reduce or eliminate distractions during the actual conduct of maintenance actions. Whenever required maintenance and/or repairs involve the disassembly of critical components such as: 1) Flight controls, 2) Fuel and/or oil systems, 3) Propellers, or 4) Structural supports, the work performed shall also be inspected by another mechanic and so noted by his/her initials on the checklist in use. If there is only one (1) mechanic, this secondary safety inspection may be performed by an appropriate CHP airplane pilot.
